Charlie Parker officially in post until end of the month

However, the government has refused to confirm if his final day in the office would be earlier than the 31 March end date of his contract.

His successor Paul Martin, who will be interim chief executive for the next 12 months, has been in the Island since the start of the month working alongside Mr Parker pending his departure.

When asked about Mr Parker’s leaving date, Constable Richard Buchanan, the vice-chairman of the States Employment Board, said: ‘The States Employment Board has a responsibility to protect employee confidentiality. The publicly available details of Mr Parker’s contract have been released via a freedom of information request. Mr Parker’s contract ends on 31 March.’

Mr Parker’s appointment as chief executive of the then States of Jersey was announced in July 2017. By October he was working in the Island two days a week in preparation for starting full-time in January, and he had brought in a team of four highly paid consultants to help spearhead an overhaul of the public sector.

In March 2018 he unveiled the One Government reforms, a five-year plan to transform the public sector. The States of Jersey became the Government of Jersey and various departments and remits were changed and a new leadership structure created.

Mr Parker resigned in November 2019 after weeks of scrutiny over his second job on the board of UK real-estate firm New River and on the eve of a vote of no confidence that had been brought against Chief Minister John Le Fondré.

Mr Martin’s appointment on a 12-month fixed contract, pending the recruitment of a permanent chief executive, was announced in January and followed a process overseen by the Jersey Appointments Commission with independent oversight.

The panel considered 17 applications, including seven from Jersey and one from Guernsey. Four candidates were invited to final interview – one local and three from outside Jersey, but only three final interviews were conducted after one of the non-Jersey candidates withdrew from the process.
