Paul Nichols forgot to tell case officers that Senator Freddie Cohen had wanted personally to make the decision on whether the Highfield Country Hotel in Trinity could be converted into flats. As a result, the application was signed off by two senior officers, and Senator Cohen did not find out until he was contacted by the JEP. An internal investigation has shown that Mr Nichols – who admitted his mistake to the JEP – forgot to send a note to case officers about the Highfield after a meeting with Senator Cohen last month. Believing that the application was not contentious, those officers then passed it on to senior officers who signed it off under delegated powers.
