Informal canvassing of ministers by the JEP over the weekend suggested a mixture of bewilderment and frustration over the contents of the open letter. It also revealed that not all of the ministers spoke to Chief Minister Frank Walker before he announced that the council would hold an unscheduled meeting this week to discuss the letter. On condition of anonymity, council members said references would be made to the code of conduct for ministers, but there was no clear consensus on whether Senator Syvret had overstepped the mark. One minister said it was ridiculous to suggest one of their number could lose their job for sending a letter, but another felt that the tone continued a trend that started at the end of the debate on exemptions to the sales tax in October last year.
