Kevin Welford, of La Marquanderie Holdings, had applied to make the changes following the closure of The Treehouse in March.
The rest of the property, which lies within the green zone, was not included in the plans.
Shortly after it was lodged, the application received a flurry of objections from nearby residents, with a total of 47 comments being lodged as of yesterday.
Senator Sarah Ferguson, who lives on Mont Sohier, and the St Brelade’s Bay Association, which aims to protect the area from over-development, also spoke against the plans.
Concerns included the aesthetic impact of the dealership on a scenic area and the potential safety risk associated with pedestrians possibly being forced to walk on the road rather than through the car park as they currently do.
The bay is currently the subject of a petition, launched by the SBBA, to include the area within the Coastal National Park. It has so far attracted 840 signatures.
If the area is included, development in the area would be significantly restricted.
