A JERSEY-BORN civil servant has been named as the new head of the Employment, Social Security and Housing Department – the government department whose remit includes administering income support, pensions, student finance, business licensing and long-term care.
Andrew Hacquoil has replaced Sophie Le Sueur, who has decided the leave the government to follow new opportunities. The Old Victorian and qualified accountant will officially take up his new post as Chief Officer in June and will work closely with Ms Le Sueur and the senior leadership team in the department as part of the handover.
Mr Hacquoil has worked in the civil service in Jersey for 19 years and is currently group director for Strategic Finance in the Treasury Department.
The Employment, Social Security and Housing Department spent £106m in 2025, 9% of the government’s total net revenue expenditure. It is the third biggest-spending department after Health and Education.
Mr Hacqouil qualified as an Accountant as part of the government’s trainee accountant scheme and has previously worked in Social Security.
