ELEVEN Islanders have been nominated to serve on Jersey’s new rent tribunal.
Housing Minister Sam Mézec has lodged a proposition seeking States Assembly approval for the appointment of a chair, two deputy chairs, and eight members to the tribunal.
In September, the minister successfully brought changes to the Residential Tenancy Law, which will give tenants a number of new rights – including capping rent rises at RPI – and included provision for a Jersey Rent Tribunal to consider appeals against rent increases.
Deputy Mézec has now proposed former Jersey Consumer Council chair and retired lawyer Rose Colley as tribunal chair, and Collas Cril partner Jonathon Barham and Jersey Finance consultant Tim Hart as deputy chairs.
English solicitor Samantha Ainsworth, Annexio Jersey director Matthew Beddoe, retired property manager Luciano Brambilla, independent surveyor and property consultant Joseph Carney, property portfolio manager Stephanie Constantine, Livingroom chief financial officer Sarah Gaudion, Troy’s Estate Agency managing director Samuel Putka and UK-based social housing provider chair Sabrina Stewart have all been nominated as tribunal members.
Deputy Mézec said: “The candidates put forward bring a strong mix of professional expertise, community insight and practical experience, and together they provide the balance needed for a fair and effective tribunal.
“Establishing this tribunal is an important step in delivering the improved protections and clearer processes envisaged in the updated residential tenancy legislation.”
The debate on the proposed appointments is scheduled for the States sitting commencing 24 March 2026.
The Housing Minister intends to bring the Residential Tenancy (Jersey) Amendment Law 2025 into force ahead of the pre-election period.
