Flats plan ‘overbearing’ and an ‘eyesore’

TWO one-bedroom flats being planned for St Saviour would be ‘overbearing’ and ‘an eyesore’, according to residents who are opposing the scheme.

The proposals involve demolishing a garage at Le Chalet Rose on Bagatelle Road to make room for the new properties.

An initial planning application was submitted in 2021 but rejected due to concerns that the buildings would be out of character.

The proposals have been modified and include visual changes such as the use of a ‘traditional pitched roof’, designed to ensure the development fits in with nearby properties.

However, residents have objected to the scheme.

In a submission on the government’s Planning website, Patricia Blandin said the new buildings would ‘exacerbate’ the issue of parking in the Clos Paumelle area.

‘We already have repeated problems with parking on the yellow lines and subsequent calls to the honorary police. This is the main exit and entrance to the Clos and it is a busy road.

‘By adding flats it will only have an adverse impact on the Clos residents,’ she said. ‘The proposed build is still out of character with the neighbouring Clos Paumelle. It’s overbearing, [and] far too large.

‘It completely changes the character of the Clos,’ she added.

Mark Bradley said the proposals were ‘once again an overdevelopment of the site’ and an ‘eyesore’.

‘The extreme height will block light to neighbouring properties and the balcony will be directly opposite properties on Bagatelle Road, impacting on privacy. Any development should be limited to just one floor, as trying to cram in two tiny flats is just an overdevelopment of the site,’ he said.

Maurice Gautier added that the proposed build would be ‘disproportionate to the existing development’, and claimed that building off-road parking would be a ‘major concern for safe passage to school for children’.

And Angela Leybourne said: ‘This road is our only exit for us all on this estate.

‘I cannot even begin to imagine the mayhem that would be caused by builders’ vans and equipment blocking one side of the road even before the houses are built.

‘Clos Paumelle is also used by many young children during term time as they walk through the estate to access St Saviour’s School.

‘Surely, building works would cause safety issues for them, never mind the cars associated with the newly-built houses.

‘I am afraid that the entrance to Clos Paumelle is really not the place for new buildings.’
