Instead, his key performance indicators – which are used to measure how effective a person or company is in achieving key business objectives – are still being worked on and are due to be finalised ‘in the next few weeks’.

Senator Tracey Vallois, chairwoman of the States Employment Board, said that a system for measuring the chief executive’s performance was being developed with the support of an independent assessor under the guidance of Chief Minister John Le Fondré.

Answering a written States question from Deputy Jeremy Maçon on the subject, she added: ‘It is anticipated that this will be finalised in the next few weeks. This will be published as necessary and regular updates provided as appropriate.

‘The recent publication of the government strategic priorities will provide the basis of the framework until 2020.’

Deputy Maçon took to Twitter to voice his discontent that the KPIs were still not in place, despite it being eight months since proposals
to make the chief executive legally and financially accountable for the decisions and budgets of all public services were approved by the States.

‘It’s shocking that the previous government (minister) signed off such a position without fully knowing what they’d be delivering on! More mopping up having to be done. However, a least the KPIs should be published – essential to hold them to account,’ he said.

Mr Parker officially took over in January but had worked in the Island for around two days per week since November.

In March his authority was extended after the States approved a proposition lodged by then Chief Minister Ian Gorst to overhaul ministerial government, including the responsibilities of the chief executive.
