In the fourth report of its kind, in which experts examine the effectiveness of sanctions issued, it was found that the reconviction rates of both offenders given probation and those given community service orders had dropped compared to earlier statistics.

The report, showed that figures between 2002 and 2005 revealed that probation ‘clients’ had a 22 per cent reconviction rate 12 months after receiving their order and 34 per cent 24 months after their order.

When new data from 2006 to 2012 was looked at for the latest report those figures had fallen to 16 per cent and 30 per cent respectively.
