The department has released its first progress report on the sustainable transport policy, which called for a 15 per cent reduction in peak time traffic between 2010 and 2015.

According to the document there has been just a 1.7 per cent drop in peak traffic in the last four years.

And the report says that the figure is so small it may not even be classed as statistically significant.
