From David Lakin.

I HAVE some ideas about the restructuring of Jersey’s government.

lThe 12 Constables should be retained but should maintain and manage the parishes only and should take no part in governing the Island.

They should be elected by the residents of the parish on a Wednesday instead of a Thursday.

Their pay should be the same as now and should be paid by the States. They should form a committee and elect three of their Members to represent them when they hold monthly meetings with the Chief Minister, the Deputy Chief Minister and the Treasury Minister to discuss any finance and other business that may arise. In the event of an emergency additional meetings may be sought.

There should be no Senators. Instead there should be 49 JSMs.

(Jersey States Members) as follows:

St Helier No 1 District, 4; St Helier No 2 District, 4; St Helier No 3 District, 4; St Saviour No 1 District, 3; St Saviour No 2 District, 3; St Saviour No 3 District, 3; St Brelade No 1 District, 4; St Brelade No 2 District, 4; St Clement, 3; Grouville, 3; St John, 2; St Lawrence, 2; St Martin, 2; St Mary, 2; St Ouen, 2; St Peter, 2; Trinity, 2.

These 49 JSMs should be elected on the same Wednesday as the Constables. Once the elections have taken place those elected should have until 9 am on the following Monday morning to put forward names for the post of Chief Minister. He or she should be elected by the end of the day and then he or she should forward a list of names to form a government.

This list should go before all the 49 JSMs by 10 am on the Thursday morning and they should vote on it. This might take a little time and names may have to be changed. In the event of a dispute a vote should take place with the majority winning.
