The plan will be developed by Jersey Property Holdings, in partnership with the Environment department and Education, Sport and Culture.
An interim report, from a steering group set up by the States two years ago, says that there is the potential for a wide range of development on specific sites at Fort Regent, taking into account any sensitivities surrounding them.
Options for development on those areas outlined by the group, taking planning guidance into account, include residential and tourist accommodation, restaurants and bars, and new community activities.
