From Stephen Laugée.

THE report on the planned development of Lemprière Street car park (JEP, 9 November) includes the following quotation from the architect: ‘We have minimised the car parking…to lower reliance on the car. Most amenities are within walking distance.’

For a development of 56 apartments and six dwellings, the developer proposes only 15 car park spaces, presumably including some provision for visitor parking – all subject to approval, but no doubt the developer has already received the nod from Planning.

Many amenities in central St Helier are indeed within walking distance of Lemprière Street and I can only assume that the developer believes that residents of St Helier have no desire, or need, to visit amenities in the other 11 parishes or, for that matter, to travel out of the Island with a vehicle.

The simple fact is that residents of St Helier have much the same right to own their own vehicles as people who live elsewhere.

The Planning department has approved other new developments in St Helier without on-site parking facilities, but it is quite apparent that their consent did not impose a condition that confined occupation of those properties to residents without vehicles.

The proposed new development is within the St Thomas’s residents’ parking zone and, if approved without adequate parking, will impose additional pressure on the limited on-street parking in the zone, to the detriment of other residents.
