With the support of Chief Minister Frank Walker, Deputy Paul Le Claire has officially lodged his proposal with the States.
He made the announcement before a workshop organised by brain injury charity Headway yesterday lunchtime.
Senator Walker had intended to lodge the proposition on behalf of the Council of Ministers in four weeks after they had received factual evidence on rear seatbelts from various departments.
But Deputy Le Claire said that there was no statistical evidence or data available from the authorities, so he has decided to push on with his own proposition.
