Comptroller and Auditor General Christopher Swinson has completed the first part of his review into overall States spending and the progress in reaching the targets of £20m Fundamental Spending Review reductions, and ?15m in efficiency cuts.

And Mr Swinson says the cultural hangover of the old States structure of a disparate set of independent departments was one of the main obstacles to change.
