People who had lived in the Island for at least one year would be allowed to vote under the changes, rather than the current two-year qualification period.

Deputy Southern has tabled a proposition to open up the electoral roll to both potential voters, and for wider use by campaigning politicians.

He says that only half the potential voters in his district are registered, and that the system needs reform.
