Chief Minister Frank Walker said this morning that an independent expert from the UK with no links to Jersey would be appointed to carry out the review, which would focus on standards, possible shortfalls and the professionalism of staff, and promised a ‘top to toe’ approach. He added that the review, part of a three-tier approach announced by ministers earlier this month, could be subsumed into the work of a committee of inquiry, if the States agree to set one up. The announcement expected later will name the expert who has been appointed and give the terms of reference of the review, which has been triggered by Health Minister Stuart Syvret’s criticism of child protection standards and staff, which he says are ‘bitterly failing’ in some key areas.
