States can no longer change Island Plan

The Bailiff, Sir Philip Bailhache, has ruled that under the new Planning Law, the States cannot force alterations or amendments to the Island Plan that effectively dictates decisions about new developments. The ruling means that the plan remains the sole province of Environment Minister Freddie Cohen, and that the States can only support the document when he presents it for debate, or vote it down completely.
