Details of the Drug Trafficking Confiscation Fund (DTCF) and the Criminal Offences Confiscation Fund (COCF) do not appear in the States’ accounts, despite the fact that they are being used to pay States staff and departmental costs. However, the Treasury last week accepted that the figures should be published after a request from the Jersey Evening Post. Full details are likely to emerge later this week as Treasury staff compile the data from the last few years. Money from the COCF is being used to pay up to nine staff in the Attorney General’s department, but their salaries do not show up in the published States accounts because the money is classified as ‘non-States income’. Other ongoing costs are also being met at the Judicial Greffe and the Viscount’s department. Between them the three departments received £860,000 last year from the COCF. That spending was first authorised by the now defunct Finance and Economics Committee in June 2005 because pressure on the States’ Budget meant that money was not available from the usual avenues.
