Senator Freddie Cohen announced in the States that existing laws to protect animals from cruelty did not come into play as doping was not serious enough.
His words have angered parents who have called for a law change following the alleged doping of ponies before a young showjumper of the year competition run by the British Show Jumping Association on 9 September.
