Plans to turn the States utility into a private company are coming before the States, along with scrutiny proposals to delay the move until more background reports are carried out.

Today’s debates could mark a showdown between ministers and Scrutiny – while ministers are keen to incorporate the service, the Economic Scrutiny panel say that the move should be held over until it is proved that the new company would be a viable business.

The incorporation has already been delayed once, when the panel used the ‘call in’ power to delay the debate on the proposition to hold a review on the subject.
