Chief Minister Frank Walker says that the plan – to be unveiled this month – sets an ambitious agenda of economic, social and environmental policies and targets that his Council of Ministers will have to reach.

If ministers fail to hit targets in areas like controlling inflation, raising home ownership and attracting more visitors, he says that they will have failed the public.

The plan will go out for public consultation by the end of February and will be lodged for debate by 4 April.
