Café Toulouse began trading at 7 am and is initially serving relatively simple food such as sandwiches, pasta dishes and casseroles.
The new café was supposed to open three months ago but there was a delay caused over a need to provide toilets for staff for hygiene purposes.
The two new portable toilets – which, together with the site, inspired the punning name of the café – have hot and cold running water and their own electricity supply.
