He was the subject of much criticism in the three-man inquiry’s final report, but he says that the committee was not only biased but went beyond its terms of reference.

The committee’s report, he says, was an attempt ‘to impugn the behaviour’ of a States Member and was an ‘outrageously unfair way’ for a States-appointed body to behave.

He lodged the complaint this morning with the Privileges and Procedures Committee.

Mr Crowcroft said that one of the inquiry members, Chris Blackstone, alleged in public that he thought the Constable had been biased against Jersey Bus while he was president of the Public Servi-ces Committee in 2001.

‘The allegation was made before I even appeared before the committee of inquiry to give evidence, and is repeated in the published report.

I submitted that a person expressing such bias should have been removed from the committee without delay.

The failure of the president to do so means that the report’s conclusions may be unsafe,’ said the Constable.
