Housing complained last week that the Economic Development Ministry, due to be set up after this autumn’s elections, could have a conflict of interest in making decisions to allow new residents while it has to try and achieve an annual economic growth target of two per cent above inflation.
The Policy and Resources Committee is preparing an amendment to its Migration Policy proposals to be debated next week.
This major new policy, forming part of the massive current States programme of economic and political reform, is the subject of a JEP News Focus Special series running throughout this week.
The Migration Policy contains proposals to create a single population office that will have responsibility for handling applications from businesses to create new jobs.
It will also decide on the number of licences to be issued to companies.
Issuing a licence would allow a company to appoint anyone it wished to that job and the successful candidate would immediately be allowed to rent property in Jersey.
The Policy and Resources Committee will now propose that the Chief Minister and the Council of Ministers decide which ministry will be responsible for making decisions on levels of new immigration when the new system of ministerial government comes into effect later this year.
