He was elected in 2014 in a by-election called when former Deputy Trevor Pitman lost his seat after being declared bankrupt.

Mr Le Cornu lost his seat in the following election.

The political campaigner said he had been inspired to stand following the recent election expenses case in the Magistrate’s Court.

He said that after two Deputies and a candidate were brought to court, he discovered that many more had breached the same law.

‘After two Deputies and an unsuccessful candidate were charged with offences in the Magistrate’s Court earlier this month I investigated and discovered that this was the tip of an iceberg of incompetence and cover-up.

‘This convinced me that I must stand in this by-election,’ he said.

Mr Le Cornu added: ‘There are huge problems facing Jersey and many little irritations which make life miserable for so many.

‘Whether it is the inability to build a hospital, provide adequate housing, control spiraling rents, adequately light parts of St Helier at night or allow Fort Regent to die through neglect – it amazes me that our so called elected representatives fail, year after year, to address these issues.

‘It is no wonder that large sections of the working population are forced to strike for a fair deal if we are governed by people who cannot even fill out a simple expenses form.

‘The States Assembly needs individuals with competence, integrity and the courage to question authority and I am qualified on all counts.

‘With over 20 years of campaigning for social justice in Jersey, I will continue fighting for the interests of working people, pensioners and the poor inside the States Assembly, just as I have been doing in civil society.’

The other candidates who have declared so far are: Reform Jersey’s Lyndsay Feltham; Jersey Action Group founder John Baker; Businessman Gordon Troy; Jersey Beach Festival founder Andrea Talibard-Mallet; St Helier procureur du bien public Geraint Jennings; disability campaigner Anthony Lewis and management consultant Inna Gardiner.

The election will take place on 27 February.
