A plan that’s out of place

THE revised draft Island Plan, now in the public domain, repeatedly emphasises that due regard must be paid to design quality before permission is granted for new developments. The draft plan also emphasises that this means that new buildings must not only be of obvious merit, but must also be appropriate for the site that they are intended to occupy.
