PLANS for 38 affordable homes on a site in St Saviour have been approved, despite some concerns being raised about traffic and the loss of agricultural land.

Planning Committee members voted by five to zero in favour of backing a recommendation by planning officers to approve the scheme on land near Five Oaks.

The scheme, submitted by Langlois Homes on behalf of Andium Homes includes 21 affordable units for purchase and 17 social-rented dwellings, of which the vast majority (33) will be three-bedroom homes.

A total of 16 letters of objection were received, with concern expressed about the loss of good quality agricultural land and of the “rural feel” of St Saviour.

Respondents also highlighted the high levels of traffic already witnessed in the area, especially at peak times, the “dangerous” Five Oaks roundabout, the proximity to St Michael’s School and the lack of footpaths.

One supporter of the scheme pointed out that the fields had already been rezoned for affordable housing, and that there was good access to local schools via walking and cycling routes plus a good bus service.

In the officer’s report to the committee, the proposal was described as being “carefully balanced to deliver the best response to the significant site constraints and will deliver an affordable housing scheme in line with the policy requirements of the Bridging Island Plan (2022) and relevant supplementary planning guidance”.

The report continued: “The mix and density of housing is considered appropriate and is met with support from the Strategic Housing Unit.

“The level of car parking is in accordance with residential parking standards and has met with no objection from the Infrastructure and Environment Department.

“The Parish Roads Committee remain concerned about having two proposed accesses… [but] the rationale is evident and both access points adhere to requirements.”

Planning permission was granted subject to a series of conditions and a Planning Obligation Agreement.

A list of 24 conditions includes measures relating to noise and operating hours during construction, the submission and approval of a travel plan, landscaping and safeguards for protected species.

Andium Homes hopes that the scheme may be completed in time for residents to move into their new homes by the end of 2026.
