St John Constable Chris Taylor formally lodged the proposition on Wednesday afternoon.
Thirteen other Members, including Senator Sarah Ferguson, St Saviour Constable Sadie Le Sueur-Rennard and town and country Deputies have also signed it.
Mr Taylor says he has lodged the proposition for a number of reasons, including the Innovation Fund fiasco, the repeated delays to bringing forward a plan to fund the new hospital and the controversial reappointment of Senator Philip Ozouf to Assistant Chief Minister.
