Old parish deal could thwart new waste tax

The Infrastructure Department has launched a legal bid – dubbed ‘The People of Jersey v The Parish of St Helier’ – to overturn the ‘Bellozanne covenant’ which was signed in 1952 when the States bought the Bellozanne site.

Part of that agreement, which was a condition of the sale of the site, says that St Helier residents would not be charged for waste disposal.
