The proposed law has been referred to the panel as States Members were concerned about the powers it could bestow on the External Relations Minister.
The review by the Corporate Services Scrutiny panel will examine when European laws may be approved by the minister and when they should only be adopted with States consent.
The panel will publicly question Senator Bailhache before reporting back to the States with its findings and recommendations.
