'Turnout should be 40 per cent for referendum to count'

Deputy Jeremy Maçon is concerned that a result at the referendum on 24 April – when Islanders will be given the chance to choose the future make-up of the States Assembly – could be adopted by the States even if the majority of the public do not take part.

He has now proposed introducing a 40 per cent voter turnout level, below which any result would not be approved by the States and turned into policy.
