Bailiff raises second States Chamber idea

The idea is floated in an article by Sir Philip in the latest edition of Jersey Law Review, in which he examines the implications of the new system of ministerial government due to be introduced on 1 January next year.

Pointing out that the system of ministries and scrutiny panels will not offer clear roles for all 53 States Members, Sir Philip asks whether Jersey could follow other similar jurisdictions by creating a second chamber of a dozen people, some with technical and legal expertise, to bolster a correspondingly reduced number of elected representatives in the States.
