Details of the new law were revealed today and the proposals are to be debated in the States on 5 April.
If approved, Housing qualifications will be scrapped and every Islander will either fall into one of three categories: entitled, licensed or registered.
Everyone with current A-H residential qualifications will be classified as entitled, whereas those who are J-category essential employees will become licensed and those not qualified under the Housing regulations will be registered.
Another key proposal is reducing the qualifying period for entitled residency status from the current 15 years to ten years.
However, assurances were given this will happen gradually and the effects of reducing the length of qualification will be closely monitored.
