At the moment, staff are under pressure to do lengthy overtime duties, and prison governor Steve Guy-Gibbens said that it made better sense to use those funds to employ more full-time officers.
The review will examine both the numbers of staff and their grades and whether their system of work could operate more efficiently.
The report is due to be completed in six weeks, when it will be presented to the Home Affairs Committee.
