A TEMPORARY car park on Albert Pier could remain in place until 2030 as work on the long-awaited redevelopment of Elizabeth Terminal gathers momentum.
Ports of Jersey is seeking permission to continue using the existing temporary parking area beside the former Elizabeth Harbour terminal for a further three years.
The application says the site is needed to support the construction phase of the new harbour project – described as the “first piece of the jigsaw” in the wider regeneration of the Port of St Helier.
The car park was originally granted temporary permission in February 2024 for a 36-month period.
According to documents submitted to the Planning Department by Waddington Architects on behalf of Ports, the existing Elizabeth Harbour terminal car park will now be required as a contractor’s compound during construction works, meaning Albert Pier will continue to provide parking for terminal users in the meantime.
Waddington Architects said the temporary arrangement had already been “tested in use” over two seasons of traffic cycles without reported transport or parking issues.
The planning statement also noted that Infrastructure and Environment’s transport team previously raised no objection to the temporary use, provided it did not become a commuter or shopper car park.
If approved, the extension would allow the car park to remain in place until 5 February 2030, after which barriers, railings and timber sleepers would need to be removed within two months.
The application, which has been deemed ‘minor’ by planning, remains open to public comments until 29 May. The full plans can be accessed here.
The application forms part of the broader ‘Harbour Masterplan’, which aims to reshape the waterfront and modernise port infrastructure over the coming years.
In 2024, plans for a new Elizabeth Harbour terminal were approved after years of debate over the future of the harbour estate.
Last year, Ports of Jersey signed a design contract for the construction work with a VolkerFitzpatrick, VolkerStevin and Geomarine, in partnership specialist supply chain partners Arup and Boskalis following a procurement process.
It will involve the creation of a suspended deck to bring together the harbour’s ‘Load on, Load off’ (‘Lo Lo’) and ‘Roll on, Roll off’ (Ro Ro) freight operations.
