Deputy Patrick Ryan believes that the States should authorise research into proposals put forward by Jurat Peter Blampied. His plan would see commercial property taxed and would mean that companies such as high street chains would make a contribution to local taxes, which they would not do under the zero-ten system. Deputy Ryan believes that a property tax would be more progressive than GST and could be collected relatively easily through the parish rates system. He said that it would give future Treasury Ministers the option of using the new tax rather than increasing GST rates to collect more from taxpayers. Jurat Blampied said that even with GST, after 2012 the Treasury was forecasting a deficit due to the £96 million ‘black hole’ caused by zero-ten.
