Minister firm on zero-hour contracts

During a public Scrutiny hearing, Deputy Susie Pinel was pressed by Deputies Richard Renouf and Geoff Southern over what action she is taking following last week’s unanimous decision in the States to prohibit the controversial clauses.

These clauses prevent workers on zero-hour contracts – under which they are not guaranteed work and pay – from seeking employment with more than one company.

During yesterday’s hearing of the Health and Social Security Scrutiny panel, Deputy Pinel said that the decision to ban the clauses was being referred to the States Employment Board, but that it needed to review zero-hour contracts legislation more widely.

She said: ‘There was no proposition to introduce legislation. It was a principle that was approved for exclusivity clauses to be prohibited. We can’t just put into legislation that we want to ban exclusivity clauses. You have to look at the bigger picture and the legislation more broadly.’
