TOWN offices which remained unlet after more than two years of marketing could be converted into a two-bedroom home.
A planning application seeks permission to turn the first floor of 20 Sand Street into a flat for up to four people, with larger bedrooms proposed to compensate for the lack of private outdoor space.
Documents submitted by X10D Design on behalf of the applicant include a letter from commercial property agents Sarre & Company explaining the difficulties in finding an office tenant.
The agents said marketing began after the previous tenant left in early 2024, with the premises advertised online and through regular mailouts.
In the letter, dated 8 June 2026, they reported only a limited number of viewings over the preceding 28 months.
The main concern among prospective tenants was access, particularly the “fire-escape style stairs” leading from an open courtyard at the rear.
The agents also said businesses wanted their principal office to have a profile which the first-floor premises lacked.
Under the conversion plans, the 102m² flat would include two bedrooms, a dressing area, a kitchen, a lounge-diner, a shower room and internal storage.
However, the building and surrounding area leave no room for private outdoor space or external storage.
The designers say the larger bedrooms would help compensate, while open spaces around St Helier are within walking distance.
The flat would not have car or bike parking, but the application highlights the nearby Sand Street multi-storey car park, as well as the bus station and bike parking in the vicinity.
