PLANS for an outworker facility to support prisoners before they are released from La Moye, which was proposed in 2019, have been scrapped, a Freedom of Information request has revealed.
A States of Jersey Prison Service spokesperson said the decision was taken due to a change in priorities. They said: “The proposed pre-release facility at SoJPS La Moye was not taken forward as part of subsequent redevelopment priorities.
“The service is successfully delivered from within the prison following a strategic shift towards supporting rehabilitation and resettlement through alternative in-custody and partnership-based approaches.”
It comes just months after a damning report highlighted that education provision inside the prison has sharply declined in recent years – with inmates facing long waits, cancelled courses and dwindling opportunities.
The Independent Prison Monitoring Board’s latest annual report raised concerns about the state of learning and rehabilitation inside the Island’s prison, warning that staffing cuts and financial pressures are undermining prisoners’ chances of turning their lives around.
The report revealed that education staffing inside the prison dropped from five teachers in 2019 to just 2.84 full-time equivalents in 2025 — despite a rising prison population. The situation has been further compounded by long-term staff absences.
