ATF refused permission to build new La Collette fuel farm

ATF Global Ventures, which submitted the application, previously said that the new plant was needed because it had begun to outgrow its existing facilities at the Airport.

It added that the new infrastructure would also allow it to store environmentally-friendly ethanol for use within its products.

The La Collette site is already home to Jersey Gas’ storage facilties and La Collette Fuel Terminal.

According to a report outlining the Planning Department’s decision to refuse the application, both the Fire and Rescue Service and the Health and Safety Inspectorate objected to the development due to its hazardous location.

‘The application site is located within the safety zone for hazardous installations which includes La Collette Fuel Farm and La Collette LPG [gas] storage site,’ the report said.

‘Based on the current [UK] Health and Safety Executive’s planning advice for developments near hazardous installations, the Health and Safety Inspectorate and the Jersey Fire and Rescue Service would “advise against” this development.’

According to the report, concerns were also raised by Environmental Health regarding the level of contaminants within the soil at the site.

Meanwhile, the Growth, Housing and Environment Department raised questions over the lack of visibility for vehicles exiting the new facility and a lack of parking.

The report claimed that insufficient information had been provided by the applicant about how these additional problems would be dealt with and that permission would have been refused on these grounds alone.

ATF Global Ventures, which owns ATF Fuels, was asked if it would be appealing the decision but had not responded by the time of going to print.
