Ex-Health chief is nominated for Police Complaints Authority

The States will be asked to approve Graham Jennings as a member of the board which investigates complaints against the States police.

Mr Jennings was in charge at Health from 1992 to 2002 before retiring on health grounds.

Since then he has worked on a voluntary basis for Jersey Cheshire Homes and most recently on the disciplinary panel of the Jersey Law Society, which investigates complaints against local lawyers.

The current Home Affairs Minister, Senator-elect Kristina Moore, said: ‘During his career, Mr Jennings has acquired wide experience in managing complaints, and disciplinary and professional conduct matters, across a wide range of professional groups at both a local and national level.’

The position on the Jersey Police Complaints Authority is unpaid, although expenses are reimbursed.

If approved on 26 June, he will sit alongside six other members and chairman Howard Cooper for a three-year period of office.

Last year the authority dealt with 18 complaints, six of which related to alleged abuse of authority by a police officer and three of using excess force. Only three complaints were fully or partly substantiated.

The authority completed 43 days of work in 2017, racking up a bill of £26,856.
