Civil service ‘too scared to make decisions’

It was revealed last month that the States spent almost £3 million on consultancy fees last year, with more than half of that on investigating where the new hospital should be built.

Among the external consultants appointed by the States last year was UK construction firm Gleeds, which was paid £1.38 million for ‘hospital feasibility’ studies, and ICS, which received £235,790 for a ‘waste transformation’ review for the Infrastructure Department.

Just over £146,188 was also spent on Project Dahlia – a valuation of the services provided by telecoms companies JT and Airtel, whose proposed merger later fell through – which was carried out by financial advisors Duff and Phelps and now, Senator Alan Maclean has said that while spending on consultants was necessary and ‘often justified’ because of the diverse and complex work the States carries out, it was time for savings to be made.
