Proposals announced today by Housing Minister Andrew Green would break up the Housing department into a policy unit, a regulator, and a separate body overseeing the 4,500 units of social housing that the department currently administers.

The ultimate aim is to refurbish the 25 per cent of States housing that fails to meet UK Decent Homes standard, and allow the new housing provider to borrow money against its £1bn property portfolio to refurbish existing homes and build new ones.

It would mean that those States tenants receiving large subsidies from the rent rebate scheme could see hefty rises, although the two-thirds of current States tenants on income support would not be affected.
