Economic Development Minister Alan Maclean insisted that the insurers had been made aware of the captain’s lack of necessary qualifications, but they had not questioned the claim.

The matter was raised by St John Constable Phil Rondel following the publication of an independent accident investigation report which revealed the problem.

Investigators discovered that the temporary master of the Duke of Normandy, an Irishman supplied by a UK agency, had a qualification from Panama, which was not valid in Jersey or the UK.

Speaking during question time in the States yesterday, Senator Maclean said that his department had kept the insurers informed and provided them with a copy of the accident report.

‘They have asked for reassurance that recommendations have been addressed,’ he said. ‘They have not raised any issues relating to the master’s certificate or that the claim, which has been paid in full, has been reviewed.’
