The policy was approved by 43 votes to five yesterday after Transport Minister Mike Jackson told States colleagues that it would create benefits for all Islanders.
Mr Jackson – the Constable of St Brelade – said that the target was an achievable one, urging States Members to get behind his department’s efforts.
He said: ‘What are the benefits? Less pollution, less congestion, more exercise through active travel leading to health benefits, less road injuries, and protecting the built environment.
‘We are aiming for a 15% reduction in peak traffic levels by 2015 and that means 1,800 fewer people coming into town by car and a 100% increase in bus use at peak times which means a 90% increase.
