It includes plans for social housing on the park, the demolition of Minden Place car park to create ‘Little Portugal’ and underground parking beneath new flats on Ann Court.

Environment Minister Freddie Cohen said that the plan could be delivered within six years and that it would be ‘cost neutral’ because development receipts would pay for the rest of the work.

The States have already allocated £22m towards the scheme – £10m from the infamous ‘ring-binder decision’ at the last Business Plan debate, and £12m in the car park trading fund that has been earmarked for new parking provision.
