Transport Minister Guy de Faye has changed the Drainage (Jersey) Law so that private developers can lay pipes through private land without the owner’s consent – if the work also benefits neighbours.
But the changes, made via ministerial decision in November, are on hold after Health Minister Ben Shenton lodged a proposition to overturn Deputy de Faye’s ruling.
Senator Shenton , whose proposition will be debated later this month, has argued that changing the law will give developers the right to lay drains wherever they like.
