The Magistrate’s Court system is being changed due to his campaign on the human rights issue of Magistrates being both prosecutor and judge in contested cases presented by Centeniers. Although neither the Home Affairs Minister nor the Law Officers have made any public statement, Deputy Hill has learned that, in future, contested cases will be presented by a professional prosecutor rather than a Centenier. It is a victory for the Deputy, who has been campaigning on the issue since he led a Scrutiny panel on the honorary system and heard legal opinion that it could contravene human rights for the Magistrate to effectively act as judge and prosecutor.
