The Privileges and Procedures Committee has ruled that the Island’s Health Minister was using his freedom of expression in circulating the letter and did not break any of the rules which govern the behaviour of States Members. Yesterday Senator Syvret refused to take part in the investigation into his behaviour because it was being held in private. The committee said that they were disappointed about that. Nevertheless, they agreed that the Senator’s letter and his decision to circulate it to all States Members did not breach ‘the basic standards of courtesy and respect that the public have a right to expect from elected members’.
